Born on 13 January 1931 in Shanghai, China. He entered the Salesians in Hong Kong and studied for the priesthood in Turin and the Pontifical Salesian Institute in Rome.
He was ordained to the priesthood in Turin on 11 February 1961 and after further studies in Rome, returned to Hong Kong to work in the Salesian communities there, as well as holding a number of teaching positions.
He was appointed Coadjutor Bishop of Hong Kong on 13 September 1996 and consecrated on 9 December 1996 in the Cathedral of the Immaculate Conception in Hong Kong by John Baptist Cardinal Wu Cheng-Chu. He succeeded to full goverance of the diocese on 23 September 2002.
Pope Benedict XVI created him Cardinal in the consistory of 24 March 2006.
