Cardinal Deacon of St Mary in Domnica
Born on 15 June 1936 in Long Beach, California, where he also did most of his schooling. He studied for the priesthood in Los Angeles and Rome. He has a Doctorate in Sacred Theology from the Pontifical Gregorian University magna cum laude.
He was ordained on 20 December 1961 in St Peter's Basilica, Rome. He spent time in parish work and teaching in Los Angeles, and then taught at St John's Seminary School of Theology in Camarillo, California.
He was appointed an official of the Congregation for the Doctrine of the Faith in 1976, where he remained for six years. During that time, he also taught theology at the Gregorian. He then returned to the United States to be executive director of the California Catholic Conference of Bishops.
He was consecrated as titular bishop of Capri on 12 May 1983 at St Bibiana's Cathedral, Los Angeles, by Timothy Cardinal Manning. He served in various positions in the Los Angeles Archdiocese until he was appointed Bishop of Portland in Oregon on 1 July 1986. He was a member of the Editorial Committee of the Vatican Commission for the Catechism of the Catholic Church, and is author of its Glossary. He was appointed Coadjutor Archbishop of San Francisco on 17 August 1995 and succeeded to full governance of the archdiocese on 27 December 1995.
He was appointed Prefect of the Congregation for the Doctrine of the Faith on 13 May 2005 and was created Cardinal in the consistory of 24 March 2006.
