Cardinal Velasco García was born in Acarigua (Venezuela) on 17 January 1929. He joined the Salesians and was ordained on 17 December 1955 in Rome. He was appointed Apostolic Vicar of Puerto Ayacucho on 23 October 1989 (with the titular diocese of Utimmira) and was consecrated on 6 January 1990 in Rome by Pope John Paul II. He was made Archbishop of Caracas on 27 May 1995.
