Born on August 3, 1905, in Rabenstein, diocese of Sankt Poelten, Austria, Cardinal Koenig attended the Benedictine high school at Melk. From 1927 to 1933 he studied Philosophy and Theology at the Gregorian and Biblical Studies under Father Messina at the Pontifical Biblical Institute, specializing in Iranian religious issues. He was ordained on October 29, 1933. In 1945, he was professor of Religion at Krems on the Danube; in 1948, on the Theological Faculty of Salzburg to teach Moral Philosophy. Named by Pius XII to the titular Church of Liviade on July 3, 1952, he was promoted to Vienna on May 10, 1956. In Vienna he was also an Ordinary for Greek-rite Catholics living in Austria. Koenig has published many scholarly articles on the history of religions. While President of the Pontifical Council for Dialogue with Non-Believers, Koenig was elevated to the College of Cardinals by John XXIII during the Consistory of December 15, 1958. He retired from his active duties on September 16, 1985.
