Born in Segni, near Rome, on July 26, 1919, Cardinal Felici entered the
Pontifical Diplomatic Academy in January, 1942, still a sub-deacon. On April 4
of that same year, with an age exemption granted by Pope Pius XII, Felici was
made a priest. Called by Secretary of State Tardini to offer his services in the
First Department of the Secretariat of State in July, 1945 , Felici remained
there for 19 years before becoming the Under-Secretary of the Congregation for
Extraordinary Ecclesiastical Affairs in February 1964. On July 22, 1967, he was
made Titular Archbishop of Cesariana and at the same time named Apostolic
Pro-Nuncio to the Netherlands. He was appointed Nuncio to Portugal in 1976, and
to France in 1979. Felici was elevated to the College of Cardinals during the
Consistory of June 28, 1988. Appointed Prefect of the Congregation for the
Causes of Saints on July 1, 1988, he occupied this position until 1995.
