Born 1 March ,1912, in Montreal, Canada, Cardinal Carter was ordained on 22 May, 1937. In 1948, he became the representative of the Archdiocese of Montreal on the Catholic school commission for the Province of Quebec. On 5 December, 1961, Pope John XXIII named him Titular Bishop of Altiburg and London, Canada. Consecrated on 12 February, 1962, and transferred to the diocese of London on 17 February, 1964, he was made Archbishop of Toronto on 27 April, 1978. Nominated cardinal by John Paul II during the Consistory of 30 June, 1979, he renounced his position as Archbishop on 17 March, 1990
