Born in Poggio Garfagnana in the archdiocese of Lucca on February 1, 1908, Bertoli studied at Lucca's seminary and then in Rome. He was ordained on August 15, 1930. By 1933 he was employed in the Nunciature of the Holy See in Belgrade. He assisted the nuncio in Yugoslavia for five years, then served in the Paris Nunciature during the War. In 1946, Bertoli represented the Holy See at the international conferences held in Bern, and in 1949 was entrusted business in Prague. He was made Archbishop of the titular Church of Nicomedia on March 24, 1952, and was immediately sent as Apostolic Delegate to Turkey, where he established close ties with the Orthodox Church. In 1953, Bertoli was appointed Nuncio to Colombia; in 1959, to Lebanon; and in 1963, to Paris. He was elevated to the cardinalate by Paul VI during the Consistory of April 28, 1969. He served as Chamberlain of the Holy Roman Church, and as the Prefect of the Congregation for the Causes of the Saints
